This bug needs to be resolved in Final. Colin do you need to work with the kernel team to have the packages correctly pull in the correct headers.

This issue effects more the oem here. But any user who installs from the i386 DVD & more the 3GB RAM (which means PAE kernel gets installed) and wants to use proprietary drivers. They will have the wrong headers installed and will fail.

This a bug that cannont be fixed post final.
