No, it doesn't affect the Folsom release.
In Folsom release, the 'host' field is updated by scheduler driver : https://github.com/openstack/nova/blob/stable/folsom/nova/scheduler/driver.py#L104

You can withdraw the tag 'folsom-backport-potential'
