Bug Description
Our future goal is for BugActivity to have a complete historical log of bug changes, so that BugNotification can be trimmed from time to time. Currently it is not trimmed because it is sometimes useful as a secondary activity log, often with more information than BugActivity.
Before trimming BugNotification for the first time, we should see if we can add to the (currently, sparse) information in BugActivity by parsing non-comment notifications as referenced by BugNotification.

A fix that will prune BugNotification has been approved and is being landed.
If this bug is still an issue, we should improve this work to move records to an archive table rather than delete. Otherwise, flag this wont fix. We currently have 3.8 million BugNotification and 48.8 million BugNotification
