A fix that will prune BugNotification has been approved and is being landed.

If this bug is still an issue, we should improve this work to move records to an archive table rather than delete. Otherwise, flag this wont fix. We currently have 3.8 million BugNotification and 48.8 million BugNotificationRecipient records.
