In this particular case, i.e when mcset is UTF-8, it will work. It won't work in many other situations:
- when you send iso-8859-1/8bit mail to iso-8859-2 list - when you send iso-8859-1/8bit mail to utf-8 list
In all those cases the mail will leave as utf-8/base64 which is clearly wrong. CTE=8bit should be preserved, that's what this bug is all about.
