Since we have an HTML notification when Launchpad is about to go down, we should be able to publish the same information through the web service. However, if Launchpad is actually down, the part of the web service that tells you whether Launchpad is down will itself be down.

How transient are these transient exceptions? I'm open to the idea of having launchpadlib deal with 5xx errors by retrying a configurable number of times using exponential backoff.

Gary also wanted to ask me why you are using edge (which has much more planned downtime) for what appears to be production work, but I don't see anywhere you explicitly state that you're using edge. Are you?
