I agree - it's very counterintuitive that it does not search for bugs when on a bug page, etc.

I would expect that when I'm in Ubuntu bugs, searching for a term would search the Ubuntu bugs -- and also, I almost never need to search for projects (if I do, I'm more than willing to navigate to the launchpad homepage).
