bug mail links should not appear if project does not use LP for bug tracking

Bug Description

If I go to https://launchpad.dev/thunderbird which has not configured LP to be its bugtracker, I see links to "Subscribe to bug mail" and "Edit bug mail". The first one doesn't work, and the second one takes you to the +subscriptions page that invites you to add a subscription. These links should not appear at all if a project has not configured LP to be its bugtracker.

Investigation showed that the problem was specific to projects that had set a project group, and for which the project group had multiple projects, another of which had set the bug configuration to Launchpad.
