Assuming you are talking about bug 714093, I suppose that the page is
just trying to show a hyperlink to the bug, not the actual bug. Like
this page does:
https://code.launchpad.net/~ubuntu-branches/ubuntu/natty/language-selector/natty

(The ironic about it is that I'm the one who inserted the link after
having fixed the bug I don't have permission to see. ;-) Became aware
of the private bug via the public duplicate bug 715140.)
