I think this shouldn't be added for everybody, but just to a restricted group, as the project bug contact.

Anyway, I can't find a good reason to just have this and not have an Assignee, Importance, Milestone, State... field, since then you'll have to edit them too after submitting the bug. Also note that +advanced has tags, as you've already said, but doesn't have those other fields, which are, IMHO, more important (no that tags isn't important, but I use those 4 fields more than the tags).
