I think if you removed them from there but kept them on the individual
release page that would be ok.
Ideally the paragraph-long release notes would be shown (unexpanded)
but the full changelog would be hidden. Showing just the release
notes should not cause much bloat. That has the slight snag that for
a long time the changelog was never displayed and so we put them into
the release notes.
Eventually this page probably will need batching; it's already much
longer than most Launchpad pages.
