If voting subscribes you then it's odd that it doesn't put you into
the 'subscribers' column.

That would be ok as a workaround, and it may be the pragmatic thing to
implement. However it may still cause some user confusion because for
long-lived branches they'll keep getting mailed later, rather than it
being naturally bounded to this review, which I think is what's really
wanted.
