I can confirm this when trying to upload large binary tarballs. The smallest tarball I tried to upload was ~20MiB and the largest was ~120MiB. Both timed out after ~20 minutes of uploading. While uploading the speed was between 30-60 Kbytes/s. When it failed the upload just dropped.
