We do get a few duplicate bug trackers now, so let's try to get this fixed. Let's keep it simple, though, and only allow admins to remove the bug trackers.

Although, if we require the bug trackers not to have any bug watches, and not be linked to any projects, maybe it wouldn't hurt to allow anyone to delete a bug tracker?
