@wgrant: Of course you can't make a private bug public just because someone marked a public bug as a duplicate. But see my comment #28 to you. Bugs are being unnecessarily marked private in some cases. And non-confidential attachments are being unnecessarily stripped.
This leads to a system where only the privileged developers can investigate bugs.
