Apport is not a person, but why not have it work according to the same rule you propose for people? The real problem is that Apport is making duplicates in the wrong direction. If two bugs are believed similar, the private one should refer to the public one, not the other way round. And all subsequent discussion/updates/etc should be on the public one.
