Not at this time. We do not know how to hide the summary or title, and the information is copied to bug history which does not have a mechanism to know which information is private because the summary or title was edited.

The real problem here is that users should be creating public versions of bugs. I would like to make it impossible for anyone to make a public bug a duplicate of a private bug. Apport complicates the matter; it is not a person, it does know how to create a public bug report from a private report, and it does not care that it hurt people.
