It occurs to me that automatic marking of earlier private bugs as duplicates of later public bugs might be a problem if significant work had been done in the earlier private bug. Generally speaking, automatic (rather than human-mediated) marking of older bugs as duplicates seems like it might get in the way of developers using the bug tracker.
