That bug talks about a job to upgrade a single branch.
I'm talking about upgrading *all* the branches for a project, regardless
of owner, [IFF they are 'older' than the target format] and with
appropriate warnings/notifications sent to the branch owners etc
As you know, upgrading a project when rich roots are involved is
significantly harder than upgrading a single branch.
