There are NO private projects in Launchpad. That feature is proposed for
4.x.

I think there are two issues here. One, the pubic private box is not
very visible, and it can scroll out of view when you are doing something
like commenting at the bottom of the page. Few users know that all
projects private (even Canonical employees).

I think you are asking for the private background that Launchpad 1.0
used to show that all information about the page was private.

Let's make privacy a ubiquitous color/background so that any fragment of
the page is clearly private. Make that a 4.0 requirement. We can
implement it early. Actually, Martin has not clearly defined that for
3.0 UI. Make this a 3.0 requirement that we can fix in July/August.
