Bug Description
At the moment, certain columns on the upstream report turn green to indicate that their value is at 75% or above of the value to which they're being compared (e.g. bugs forwarded upstream goes green when the number in that column is 75% or more of the number of bugs triaged).
We should instead be showing green columns where the values are above the following thresholds:
Triaged: 75%
Upstream: 90%
Watched: 90%
