Currently, the upstream report (https:/
So, "Upstream" is the subset of Triaged bugs with an upstream task or a bug watch and "Watched" is the subset of Upstream tasks with watch.
Instead, "Upstream" should be be the subset of all open bugs that have an upstream task or bug watch.
