Considering that the vast majority of packages in Ubuntu are team maintained, and so neither Changed-By: or Signed-By: are particularly likely to match Maintainer:, would it not be more interesting to hide Signed-By: in those cases where it matches Changed-By:, rather than in those cases where it matches Maintainer:?
Also, if it is decided to match Maintainer:, it may be preferable to also check the contents of Uploaders: and not show in that case as well: this would match the Debian behaviour of not considering an upload to be an NMU in cases where the uploader matches any of the addresses in Uploaders.
