Permission denied when requesting a review of a merge request

Bug Description
Go to a merge proposal that hasn't yet had "Request a review" selected, so is 'Work in progress'.[0] Click on 'Request a review', enter the appropriate details and click the 'Request review' button. I get a Permission Denied page, which shouldn't be the case.
I've just run through these steps on edge, but am fairly sure that the bug exists in production as well (I _know_ it didn't until circa when the recent UI changes happened).
