knowledge base is different from a wiki, and a wiki is indeed a knowledge
base.

There is many ways to do a knowledge base, wiki is one option suitable for
many people and use case, and RST/markown based static html stored in a
VCS, like github's jekyll or readthedocs is better suited for other people
and use cases.
