That's true, but I think ideally you would be able to have rich
formatting within the announcement itself, rather than just a link. I
think the key thing here is that the concept of rich formatting
shouldn't be limited just to the wiki area. It doesn't matter so much
which one is done first.

Launchpad wants to get away from using different subdomains for
different functional areas, so it should probably instead be
launchpad.net/project-name/+wiki/... or something. This would be a
good place to start. I think the LEP would benefit from describing
what is going to be done in the first phase.
