The way announcements are currently set up is so that you may link to an external website. The way it is done now in some projects is that they will put a "teaser" in the announcement, and then link to and external blog/website/etc. If we were to provide a wiki, they could simply link to a wiki page.

Well, you wouldn't necessarily upload via bazaar, since in the "must have" section it mentions editing via web UI.

Actually, I was just planning on designating one of the project's code branches as the wiki branch, and then displaying the contents on http://wiki.launchpad.net/project-name. Of course, this would only display pages ending in .md, .txt, etc, and it wouldn't show a directory listing...
