The problem here is that you have a repository on your local machine that uses an incompatible format with the code you're trying to bring from Launchpad. It's a bug in Bazaar that this situation is possible and that it's so confusing when you hit it, but it's largely fixed by bringing all branches to 2a format. It's not a bug in Launchpad.
