Issues with the bundled extensions on Lion and Mountain Lion are tracked in bug #819209 (you'll find a link to instructions how to make the bundled extensions work with Inkscape 0.48.2 on Lion/Mountain Lion there). This report (bug #482993) is about issues with older Inkscape versions on Snow Leopard, and is closed (aka fixed) in Inkscape 0.48.2.

Is this a requirement by a custom extension you plan to use to export to 'tikz'? Or why did you think that it is required? (Hint: it is not, at least not for those python-based extensions bundled with Inkscape).
