steps to apply the patch:
$ cd /Applications/Inkscape.app/Contents/Resources/bin
$ cp inkscape inkscape-orig.sh
$ patch < ~/Downloads/406662-locale-047.diff

Note: with this patch Inkscape.app will no longer honor the language settings in OS X 'System Preferences > International > Language'. You can still change the UI language of Inkscape in 'Inkscape Preferences > Interface > Language'.
