re-opening: this issue is still present in Inkscape 0.46+devel r22498 on OS X 10.5.8.

Paths with stroke style 'join' set to 'miter' exceed the (visual) bounding box and get cut off when exporting to bitmap or EPS.
(first reported in bug #166659)
