I don't think its a matter of the system telling the user how clever it is, its just a confirmation (and possibly a gentle reminder) that the system time has correctly been adjusted.

To re-iterate my example of how this might cause problems....

Lets say you live where DST is not observed, but have the location incorrectly set to a location that does. One day you notice that your system time is out by an hour. You fix it, but it happens again in 6 months... you begin to wonder why your computer can't keep time...

A notification would allow the user to see why this is happening.

And if nothing else, you'd be suprised how many people can be oblivious to DST changes. This change might get people to work on time......

The system time updating isn't a problem, but that's not to say it can't be improved...
