Thats a pretty big assumption ;-)
Anyways , my main concern still remains that we are *not* solving any problem here.

This is more of a feature than a problem. User doesnt have to bother to change the time in the system. Isnt that good?
The system is smart enough to know the time changes and does it automatically! Now should the system prompt "Hei , look i did it , I'm smart" ;p
This is part of the clock ticking , why should this be treated any different?
The user already knows time has changed, Why should the notification inform the user that the time has changed in the system [ the system time is not the first thing the user will check for time changes ]?

The notification here just seems like a personal preference than to solve any problem. [the system time updating is not a problem :) ]
