As the original poster said, the system is making a change on its own, which should warrant a notification.
What if the system location has been set incorrectly? (easy to do). The time will be updated automatically, when it shouldn't have. A notification to the user will allow them to pick up on this.
Granted is may not fit the description of a papercut. More of a wishlist item, but it is useful.
