Then, you are referring to a bug where the system doesn't suggest a time zone based on your current location. Lets focus on solving the problems, not the symptoms.

I don't think this is relevant in any way to bug1 (which to be honest isn't really a bug and is more of a troll than anything).

I can't really see how this is a legitimate bug and I'm going to have to side with Vish in saying that this is how the system is supposed to work and thus you should not get a notification. Notifications are for things that are out of the ordinary.
