I noticed the following - in the login sceen if I wait for the WiFi network connection to be established then once I log in I can start/stop VPN connections

If I log in before the connection is established then I am not allowed to start/stop VPN connections

This is supported by the fact that I have created an extra user login - if I can't start/stop VPN connections with my normal user id, if I switch to the extra login I can start/stop them
