Could someone explain how OTR request is duplicate of OMEMO request?
As far as I am aware, Empathy supports multiple instant messaging protocols which all support OTR as it's not tied to any specific protocol. On the other hand OMEMO is XMPP-only and not yet formalized XMPP extension, so by considering this as a duplicate I believe users of those other protocols are left without option for end-to-end encryption.
