It looks like using urllib should work then.

i.e. instead of :
 bzr clone https://code.launchpad.net/~amduser29/tortoisebzr/trunk tortoisebzr
use:
 bzr clone https+urllib://code.launchpad.net/~amduser29/tortoisebzr/trunk tortoisebzr
