I confirm this.
However, I reported the problem for Windows. On Windows, I see the error
message, but the exit code is 0 anyway.

Yes, it happens with bzr diff too.
In a Cygwin bash I used chmod a-r on some file. Then bzr diff on the
file. That produced the error, but the exit code was still 0.
