I can confirm this too.

I think this is fixed in the 1.9rc1-2 Windows installer <http://launchpad.net/bzr/1.9/1.9rc1/+download/bzr-setup-1.9rc1-2.exe>

Could you please test it and let us know if it fixes the problem?
