The bug report says the fix is released with version 2.3 forward, so with your 2.1 you're definitely lagging behind. ;-)

I'm not too much of a Ubuntu geek, but I think LTS only means they are going to release critical bug fixes. Purely technically speaking the bug here was in a 3rd party component and bazaar was just adjusted to enable a workaround when it detects the condition.
