We have both sorts of proxy in our network. The only way around this for me would appear to be some kind of nefarious SSH/SOCKS tunnel, and getting Bazaar to use SOCKS has so far proven difficult.
It would appear the implementation used by Squid is rather common (or both my proxies are using Squid in the background :-) )
This also seems to occur with FreeProxy (http:// www.handcrafted software. org/).
And also ISA (the Microsoft proxy).
