[panel] Hovering the mouse cursor away from the appmenu applet doesn’t hide the menu

Bug Description

When the mouse cursor is hovered over the apptitle/appmenu applet, this reveals the menu for the active window.

In Unity 3D, when the mouse cursor is moved away from the appmenu area (but remains inside the panel), i.e. to the BFB on the left or on the indicators area on the right, the menu is hidden, whereas in Unity 2D it remains visible.

The root cause of this issue is shared with bug #793403: mouse enter/leave events are detected on the whole panel, not just on the appname applet widget.
