Bug Description
The Edgy Eft ISO OEM installer only offers "British" if you select the uk in the previous locale options. This somehow translates to the "with dead keys" layout in Gnome.
This layout does not work very well for a standard UK 102 key keyboard layout, and leads to the double quotes, single quote (apostrophe) and tilde keys becoming dead keys for producing diaeresis and accented characters. It took me a short while to realise that it was this, and not the VMWare layer.
It is strongly suggested that the default "British" keyboard layout is standard UK 102, as very few users would want to use the "Dead Keys" layout.

It translates to the same layout in the terminal too so I'm guessing it's an xorg problem, failing that it may be a debian-installer bug.
This currently effects all fresh installs for users with british keyboards
