clicking on 'report a problem' reports bugs upstream

Bug Description

Binary package hint: gwibber

When you report a bug through gwibber by clicking on Help>Report a problem it opens the web browser to https://bugs.launchpad.net/gwibber/+filebug that is the upstream bug link but it should open the bug at https://bugs.launchpad.net/ubuntu/+source/gwibber/+filebug

The "Translate this application..." link should also be pointing to the downstream template, I've filed bug 551535 for that.
