Thank you for taking the time to make Ubuntu better. Since what you submitted is not really a bug, or a problem, but rather an idea to improve Ubuntu, you are invited to post your idea in Ubuntu Brainstorm at http://brainstorm.ubuntu.com/ where it can be discussed, voted by the community and reviewed by developers.
By the way, it looks like a nice idea, so I post a question to the gwibber's page in launchpad, about your suggestion:

Thanks for taking the time to share your opinion!

Actually, this is a feature that existed in the 1.x series, so its lacking can be considered a regression.

If you peek at the source code, the part where the Gwibber icon is set on the notification bubble says "we use the icon until image caching is fixed" or something like that. So it seems that this is admittedly broken.

Confirm.
First, this is some kind of regression, since (as it has been said before) the 1.x branch has this feature;
second, this is would be very good from the user experience point.
However, this should keep as wishlist request, and if this feature will be implemented, then probably "Broadcast Messaging Preferences" window should has separate "check"-option in "Notification" frame (on "Options" tab), with name something like "Show avatar images".

We are waiting for WebKitGtk+ to expose a proper disk caching mechanism. I am hopeful that the necessary improvements to WebKitGtk+ will arrive in time for us to support this feature in Gwibber 3.0.

This issue really is really frustrating to me. What's the concern all about for getting "proper disk caching"? Can't gwibber just store the profile images into .gconf/apps/gwibber/images or something?

I thought this was a bug too. How hard could it be?
This program hasn't even got an install and can show thumbs.
