Bug Description

In multi-component setups, cc/sc/walrus are on separate systems from eucalyptus-cloud. However, if CLOUD_IP_ADDR is set to the local system in /etc/eucalyptus/eucalyptus-ipaddr.conf, we should print an error message to the log file and skip registration immediately.

Otherwise, the registration job will take a long time, and then fail.

Actually, the bug as reported is incorrect.

Rather, the registration jobs should be part of the eucalyptus-cloud package, rather than the cc/sc/walrus packages.

Registration doesn't necessarily happen on the cc/sc/walrus.

Rather, registration happens on the -cloud machine, against the target cc/sc/walrus.
