oem enduser setup pops up a crash window

Bug Description

Binary package hint: oem-config

In the end user setup of an oem install, I select english and click forward and then get an ubi-timezone crashed dialog popup.

The traceback isn't in the syslog, unfortunately. Could you run 'apport-collect 429994', which might get it right?

BTW, oem-config has been merged into ubiquity, so all future oem-config bugs should simply be filed against ubiquity.

LANG wasn't set in your environment, and i18n.reset_locale wasn't correctly handling that case, instead bailing early. I just committed a change to make sure it's always set.
