Bug Description
Today the timezone screens will allow you to choose a region or city, though this is still difficult for many to tell which city or region they should choose to get the correct time zone.
Many cities, such as Austin, Texas, are not even listed the of cities. To handle this many other Operating Systems allow the user to select the exact timezone from a drop box. This drop down box whould have clear timezone names such as "Central Standard Time (CST)".

Discussion on this at UDS. Explination was the rest of the world does not think in time zones.
Though still the problem of choosing a region around Austin, TX will give you an Ubuntu update server in Mexico.
Possible solutions is to have better logic for places in the US or even add places such as Austin, TX to the map.
