network tools should be moved in Internet, don't belong in administration

Bug Description

network tools doesn't require a password and doesn't modify the system at large. So it should not go in System->Administration but somewhere else (like Internet)

Actually it doesn't modify the system at all. It should rather be in Applications -> System Tools.
